Solitary Confinement

Senator Morgan Carroll of Aurora opens a discussion with Senate Bill 176, seeking to re-examine the practice of solitary confinement with mentally ill and developmentally disabled inmates. Several guards assaulted by inmates, both mentally ill and not, testify in the Senate Judiciary Hearing March 14, 2011.

Paula interjects her reasons for believing there are innocent, yet mentally compromised, people in Colorado prisons. Also, many mental health professionals (who might be employed to evaluate inmates) have no background with traumatic brain injury, and it is also possible for MH professionals to misdiagnose as a personality disorder because of similar symptoms.

Oddly enough, the percent of the prison population of Colorado who are either mentally ill or developmentally disabled has risen in recent years from 15 percent to 37 percent.

Solitary Confinement is being used an average of 18 months? But we learned they have reading material and television, at least.

Also, some inmates from solitary confinement are dumped to the streets upon completing a sentence, without any "stepdown" to adjust to public life or social skills or therapy or any thought of diagnostic imaging.
