Sen. Mark Ferrandino, a member of the Joint Budget Committee, and Rep. Lois Court, both state representatives from Denver, discuss the state's difficult budget picture as Gov. Bill Ritter announced last week the cuts including 58 "beds" from one facility for the mentally ill and 32 from the Grand Junction regional facility for the mentally impaired. Ferrandino discusses his reactions to his JBC tasks during the 2009 Legislative Session and during cuts to many programs.
